In a large bowl, combine cabbage, carrot, and green onion. In a small bowl, stir together mayonnaise, mustard, vinegar, dill, salt, and pepper. Drizzle over cabbage mixture; toss to combine. Cover and refrigerate for at least 1 hour.
Garnish with dill, if desired.
